In regedit path HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows create DWORD 32-bits Disabled with value 1 in key Windows Error Reporting
Windows 7 ou 8.1 :
Control Panel\All Control Panel Items\Action Center\Problem Reporting Settings > Never check for solutions
